Global DOA & MOA Establishment for Turbofan Engine Repair

Between 2013 and 2015, we had the privilege of working with a client operating across the United States, the Netherlands, and Israel, specializing in the repair of turbofan engines, particularly fan blades and blisks (fan blades integrated into a disk).

Due to the sale of several international subsidiaries, the client lost their EASA Design Organization Approval (DOA) and approached us to re-establish their DOA structure and certification. This task presented unique challenges, as EASA requirements for multilateral international company structures had evolved significantly. Additionally, a newly ratified FAA-EASA bilateral agreement introduced further restrictions on the re-establishment of DOA structures.

To ensure a smooth and credible re-establishment of the DOA, I served as the acting Head of Design Organization (HODO) throughout the process. Leveraging my experience, we achieved the following key outcomes:

• Developing a groundbreaking handbook to enable the re-establishment of an EASA DOA for Supplemental Type Certificates (STCs) related to fan blade repairs.

• Ensuring the handbook met the requirements of both FAA and EASA, enabling bilateral recognition of STCs and repairs on both sides of the Atlantic.

• Structuring the DOA to allow for immediate recognition and acceptance by other certifying authorities worldwide.

• Overseeing the establishment of a certified Maintenance Organization Approval (MOA) to further solidify the client’s operational and compliance capabilities.

This comprehensive approach enabled the client to regain their standing as a leading international repair organization for turbofan engines while ensuring seamless compliance with both EASA and FAA regulations.
